H&ME to probe DPC ‘fraud’ in MCH&I; appoints IO

SRINAGAR, Sept,13:

The Health & Medical Education (H&ME) Department has ordered an inquiry into the matter of an alleged fraud and embezzlement in DPC within the Directorate of Family Welfare, MCH & Immunization, J&K after the matter was brought before the General Administration Department (GAD) in the form of a complaint.

According to the details, the complaint has been filed by Arshid Ahmad Dhobi, the son of Late Abdul Ahad Dhobi, residing in Dhobipora, Ganderbal, and working in the department as a Field Assistant. He has raised questions concerning the designation he has been assigned and the misplacement of his service book.
While Dr Tabasum Jabeen who is holding the additional charge of the post of Director Family Welfare, MCH & Immunisation, J&K, declined to comment over the matter, those in know-how of the matter said that the case is an old one related to the issue of designation and the misplacement of the service book, while noting that the available record will be presented before the competent authority during the course of inquiry.

With regard to the misplacement of his service book, as per the details, a committee which was already formed at the directorate level has held two persons responsible. However, no action has been taken in this regard so far.

Taking note of the matter now, the H&ME has appointed Dr. Shafqat Khan, Additional Mission Director, Ayushman Bharat Digital Mission, J&K as an Inquiry Officer, who has been directed to enquire into the subject matter in consonance with the complaint preferred before the GAD..

As per the directives issued, the Inquiry Officer has been tasked to find out actual designation of the complainant at his initial appointment and also ascertain the facts behind loss of his service book.
The Inquiry Officer, as per the directives, will also check whether “an FIR has been lodged by the concerned DDO on the loss of service book of Arshid Ahmad Dhobi, at relevant point of time or not.”

The Inquiry Officer has also been tasked to find out whether the official has sought prior permission from the Government for appearing in the matriculation examination during the Service.

At the same time, during the inquiry, it will also be ascertained what action has been taken against Zahoor Ahmad Chasti, Sr. Assistant and Mushtaq Ahmad Parray, I/C JHI “for misplacement of Service Book of the official in question, who were found responsible by the committee constituted at the Directorate level.”

H&ME has directed the Inquiry Officer to submit its report to the Administrative Department within a period of one month from the date of issuance of this order. “The Inquiry Officer shall also follow the procedure laid down for such cases,” H&ME stated.
